Shield of Arrav

On the Phoenix side, talking to Straven after dropping the key to the weapons room displays the dialogue for giving the key ("Have this spare"), but never puts one in your inventory.

Also it seems ironmen can't finish the quest. Is using the key / certificate on the other player something that could be implemented?

For now there's no solution because there isn't an implementation of use-item-on-player (there should be, though). If you can complete Romeo and Juliet there's no being locked out of any content, but there are also other issues with ironman mode on a server that replicates the original scripts (no way to get a new silverlight if you die, for instance). This needs to be thought about.

Any plans on implementing use-item-on-player? I'm planning a low level dragon slayer run, and would prefer not to complete the restless ghost, if ironpeople would have a way of doing Shield of Arrav :D
