NPC busy state locks Karamja access

I just tried to go to Karamja, but clicking on the boat does nothing and the 3 NPCs are all busy when I try to talk to them. It seems they become locked when a player fails to respond to their prompt. I was playing on the Android client and clicking the boat to initiate the dialogue.
