Players on mainland visible while at Karamja

While doing the Pirate Treasure quest i spotted another player walking over the water off the coast of Karamja. I kept watching and could see his skilling bubble was alternating between axe and tinderbox icons so i figured he was training wc and fm somewhere on the mainland. He slowly made his way from the water into the Karamja bar right through the wall, i could see his character, username, cb level, and skilling bubbles but not interact with them

Yeah i've also found multiple glitch spots seeing someone walk about.
It also happens in Rimmington mine and at Barb village near the fishing spots

Yeah so I think the problem is players not being removed from a region somehow, initially I thought it was triggered by teleportation but it looks like there's another trigger. Would be good to get info from players who are ghosting in other regions what they were doing before they left.
